His strength and sacrifices, become popular soon in three worlds i.e.Earth, Heaven, and the Underworld. His growing power worried Lord Indra, who lost his celestial kingdom to Bali.
Although Bali was a great ruler, his ambition and ego began to grow. He sought to become the undisputed ruler of all realms, prompting him to challenge the authority of the Devas. In response, the gods turned to Lord Vishnu for assistance. To restore dharma, Lord Vishnu chose to incarnate as Vamana.

Vamana Avatar Full Story
The story of the Vamana Avatar begins with the gods achieving immortality by consuming ambrosia obtained from the churning of the ocean. Lord Indradev defeated both Asuras and Daityas. After seeing this, demon Bali seeks advice from Shukracharya Rishi to give him a solution to guide him toward a path that would help Bali regain his powers and his kingdom. Sage Shukracharya, upon listening to his woes, asked him to perform the Mahabhishek Vishwajeet Yagya to gain what he had lost.
King Bali agreed and began the Yagya under sage Shukracharya guidance. After completion of yagya, he was presented with a golden chariot drawn by horses blessed with the speed of the wind.
Additionally, he was awarded with magical weapons. He was also given a conch that when blown released a thunderous sound and a garland that never withered. Then he marched into the battleground against Lord Indra. And this time, King Bali got victory.
He again asked sage Shukracharya how to retain his fortune. Shukracharya advised him that as long as he continued to perform Yagyas, he could lead a powerful and unconquerable life. Additionally, he must help the poor and the Brahmins.
Meanwhile, Lord Indra approached Brihaspati Rishi to find a way to overthrow Bali and regain his powers. Brihaspati directed him to seek Lord Vishnu.
Lord Indra worshiped Lord Vishnu for help. Then Indradev's mother, Aditi who was the wife of Sage Kashyapa, also sought Lord Vishnu’s help for her son. Lord Vishnu agreed to help Indra and defeat Bali.
Then Aditi gave birth to a son named Vamana. Lord Vishnu born as Vamana, dressed as a Brahmin cloth, and went to the location where Shukracharya and demon king Bali were performing the Yagya.
King Bali asked the young Brahmin what he desired. Vamana praised King Bali’s generosity toward Brahmins and the less fortunate, requesting ownership of the land covered by his three steps. The audience was stunned by such an unusual request, and the asuras laughed loudly at the absurdity of the boy's demand. Even though others mocked him, King Bali decided to grant the wishes of the strange young boy.
The small boy began to grow rapidly. Soon, he was bigger than the entire Earth. With his first step, Vāmana easily covered the entire earth, which had been under Mahābali’s control. With his second step, Vāmana extended his foot beyond the earth, reaching into the higher realms of the universe. His foot traversed the vast sky and measured Maharloka, Janaloka, and Tapoloka, which are the three of the highest realms of existence.
Now, only one step remained, as Mahābali had promised Vāmana three feet of land. However, there was no space left in the universe for Vāmana to place his third step. The earth and the heavens had already been covered by his two strides.
After hearing this, Lord Vishnu revealed his true form, blessed King Bali, and allowed him to rule the netherworld (Patal Lok). Then, Bali went to the netherworld, while Indra and the other gods retained Amravati, thanks to Lord Vishnu Vamana Avatar.
Then Vāmana asked Bali that you have promised me three feet of ground. I have measured two with my feet. Now, show me where I should place my third step. If you cannot fulfill your promise, it would be better for you to go down to Pātāla (the netherworld). Then Mahābali, Bowing humbly in front of Lord Vishnu Vamana Avatar, said, "O Lord, place your third step on my head. I offer it willingly as the final piece of ground for your step."
After hearing this, Lord Vishnu appeared in his real form and blessed King Bali, and allowed him to rule Patala (the netherworld).
Thus Bali went away to Patala(the netherworld). Indra and the other Gods retained Amravati due to Lord Vishnu’s Vamana Avatar.
